I know I can use placeholder settings for controlling what can be added to a specific placeholder however in this instance the administrator / super user should have the ability to add to a placeholder but I want to restrict this so that a normal designer cannot. The reason for this is that this placeholder has very specific layout so we would set it up initially for the client with what was required but we would not want them adding or removing.

Or is my only option to implement placeholder settings at a later point in time?

Which would need to be relaxed if we as super users wanted to modify later on.

I don't want to prevent roles being able to use specific renderings - just want to lock down a specific placeholder for specific roles.

We are using Sitecore 9.1 and SXA 1.8.
