I have developers working on SXA content, packaging it up, and sending it to me to install to master so they get serialized via Unicorn and committed to git(they will eventually be able to do this themselves automatically). The problem is the packages are missing data; specifically, the binary data on the File Content Items in the library is empty in the packages. The file size is set correctly, as are the media type and other values. But it looks the actual data for the File Content Item isn't being included in the package.

Any ideas? Is there something obvious the developers are missing that can fix this? Or maybe they're just building the package incorrectly.
