There isn't an option in SIF to make it show the final assembled command that is run for every task. You may be missing the file Sitecore.Publishing.WebDeploy.dll in your bin\ folder. You will have to find out where you can get that file (or NuGet package), and copy it into your bin\ folder.

Can you try logging into the SQL Server with the entered credentials in SIA. Once logged in, check the SQL Server Instance name. Most probably, it's not (local)\SQLExpress. It might be a computer name
