I would recommend the TransferUserPasswords.aspx page though, along with packages/serialization. Went through this process just last week and it was very straight forward.

Jan 10, 2019 at 15:19 comment added jammykam @AlexS No, items table does not contain any membership related details, only the aspnet_* tables (which are all standard ASP.Net membership tables) and the RoleInRoles table mentioned above. Not that permission settings of items is stored against the Item itself, in the __Security field.
