After upgrading to Sitecore 9.3Sitecore 9.3, some times, users are not able to log in to Content Delivery (using ADFS) because we're exceeding the maximum editorseditor's restriction by license. It's weird because is Content Delivery. The error I'm seeing in logs is:

"The maximum number of simultaneously active (logged-in) editors exceeded. The User extranet\xxxx cannot be logged in to the system. The maximum of editors allowed by license is 10."

The user is then redirected to "/sitecore/client/Applications/LicenseOptions/StartPage"/sitecore/client/Applications/LicenseOptions/StartPage but is throwing 404 error, obviously, because it is Content Delivery site.
