ToThe fix for this on local in sitecorehas been moved for Sitecore 9.33+ (including Sitecore 10). To resolve it now, you have to go hereto:
\App_Config\Include\Spe
and

\App_Config\Include\Spe

and rename Spe.IdentityServer.config.disabled

Spe.IdentityServer.config.disabled

to Spe.IdentityServer.config

Spe.IdentityServer.config

To fix this on local in sitecore 9.3 you have to go here:
\App_Config\Include\Spe
and rename Spe.IdentityServer.config.disabled to Spe.IdentityServer.config
