It looks like there could be a permission issue with the Xconnect certificate.

Try out the below steps:

  1. Window + R to open run window and type mmc.
  2. Go to File menu and click on Add/Remove Snap-in...
  3. Select certificates and click on Add button and select CoumputerComputer account then click Next > Finish > Ok button.
  4. Go to Personal > Certificate and right-click your .xconnect certificate.
  5. Go to All Tasks > Manage Private Keys.
  6. If LOCAL SERVICE and NETWORK SERVICE are not listed under the Group or user names then add them.

Now try to restart your IIS.
