Bundling combine or bundle multiple files into a single file. You can create CSS, JavaScript and other bundles. Fewer files means fewer HTTP requests and that can improve first page load performance. All questions related to this in Sitecore reference, should use this tag.

Is there something in Sitecore 8.2 that breaks bundling?
Global.asax is private in 8.2. You will need to move your global.asax code to an initialization pipeline. Thats why your app_start code isn't running.
