While waiting for a future release to come out that addresses the bug called out by Stephen, I've take the following steps to ensure proper installation of packages. I needed to do this because the SPE module installation would halt as soon as the error was encountered.

• Disable Sitecore.Publishing.Service.config
• Install Sitecore PowerShell Extensions module (or any module that encounters the error)
• Enable Sitecore.Publishing.Service.config
