Old, but for anyone passing through. The issue is that you're returning a string, not a collection of strings (list/array) in your computed field. ADGEsNameList should be a List<string> not a StringBulilder. Hope this helps.
Are you using switch on rebuild? If so, I would take a look at showconfig.aspx and ensure that your indexes are configured to swap to the correct rebuild core. i.e. core > core_rebuild and not master/web > core_rebuild.
I would check the App Service in Azure and see what the CPU & Memory usages are like, but also check out the following admin page within your Sitecore instance to see what jobs a running https://<hostname>/sitecore/admin/Jobs.aspx

But, have you consider adding a new commands to the workbox, such as "Submit with children" & "Approve with children" to meet your requirements of "with or without children" the workbox supports without children out of the box.
I wonder if it is as simple as the page event has been removed from the content tree, or something along the lines of needing to redeploy your Page events using the Deploy marketing definitions option on the control panel?

Hey Adam, good question. I have just looked at the code in both 8.1 and 9.1, I can confirm that setting gets evaluated and the method returns just before any SOLR query is run, interestingly in 8.1 it doesn't use the Sitecore ContentSearch it actually uses fast query.
