After a little struggle I found that issue was occurring because SSL certificate of Sitecore identity server got deleted, and Horizon was not able to authenticate. Strangely no error while login to Launchpad.

I found certificate in C:\certificates folder. After installing certificate and updated bindings for identity server, Horizon started working.

Article here helped to find password for certificate.
